Што е граѓанска ревизија?
Основната цел на граѓанската ревизија е да обезбеди јавна одговорност при спроведувањето на програмите, законите и политиките.
Принципи на граѓанска ревизија
Transparency: Full transparency of the administration on the decision-making process, with the obligation of the government to proactively give people full access to all relevant information.
Participation: The right of all concerned persons to participate in the decision-making and validation processes, not only their representatives (councillors/MPs).
Репрезентативно учество: Правото на засегнатите лица да дадат информирана согласност, како група или како поединци.
Accountability: Immediate and public responses of elected representatives and government officials to all concerned citizens for relevant actions taken or not taken.
Компоненти на граѓанската ревизија
Граѓанска ревизија користи различни техники и методологии бидејќи треба да се обликува согласно природата на дадена програма или услуга на која се прави ревизија. Основникомпоненти на секоја методологијата за граѓанска ревизија се:
Preparatory component which includes:
- Defining the scope of the audit such as a particular service, program, project, component or activity.
- Формирање комисија/работна група за планирање, спроведување и надгледување на процесот на граѓанска ревизија.
- Identification of key stakeholders such as users of a service, concerned citizens, local civil society organizations, service providers, responsible government officials, etc.
- Identifying the relevant administrative structures and specifying the key responsible institutions/actors.
- Defining a clear vision and goals of the service/program being audited.
- Development of performance indicators through consultation with stakeholders.
- Организирање кампања за подигање на јавната свест за целите и придобивките од граѓанска ревизија користејќи медиуми, јавни форуми, посети од врата до врата итн.
Data collection and analysis
Efforts must be made to obtain original documents rather than second hand reports which may not be correct. Additionally collect data from relevant stakeholders on their perceptions and experiences of the service/program in question through surveys, focus group discussions, community meetings, etc.
The process of gathering information can also serve to inform, mobilize towards actions for change of key stakeholders and community members on issues of interest to the audit.
Public disclosure of data and evidence-based dialogue
Development of a communication strategy for the dissemination of findings and outcomes. The use of the media, public announcements of meetings, sharing of proposed policy changes/solutions is significant.
Most important in this component are public dialogue meetings to enable community members to speak directly with authorities or service providers and to plan and implement changes necessary to improve the service or program being audited.
Follow up
Наодите од граѓанската ревизија треба да се користат за да се преземат активности за застапување за решавање на одредени случаи на лошо управување, неостварување на одредени права, пристап до услуги како и пошироки политички прашања.
Најважно во оваа компонента е да се обучат и зајакнат членовите на заедницата за да преземат дополнителни граѓански ревизии. Треба да се направат напори за институционализирање на граѓанските ревизии во рамките на владејачките структури или да се добие заложбата од властите за спроведување на редовни ревизии кои ќе се користат како инструмент за дијалог и подобрување на услугите и програмите.
Придобивки од граѓанска ревизија
- Raises public awareness and knowledge among citizens about their basic rights;
- Promotes citizen empowerment and strengthens community voice by allowing community members to provide feedback, gather evidence, interpret findings and develop solutions;
- Promotes local democracy and collective decision-making;
- Improves policy makers' understanding of stakeholders' concerns and challenges and encourages them to take steps to address the same; and
- It can lead to improved design and delivery of programs and services.
- Кога се институционализирани, граѓанските ревизии овозможуваат редовно следење на јавноста на институциите, зајакнување на легитимитетот на државните актери и зајакнување на довербата помеѓу граѓаните/граѓанските организации и владата.
